The short answer is a ratio. The useful answer is a method, because the ratio breaks down the moment your site runs long hours, multiple shifts or a mixed trade population.

Start with the largest number of people on site at the same time during the busiest week of the schedule — not the total headcount across the project, and not the average. Units are a fixed asset on site; they need to survive the peak.

Method

Step 3: Adjust for trades and distance

Two sites with identical headcounts can need different setups. Concrete, masonry, painting and abatement crews create washing demand that a restroom alone does not answer. Sites spread over a long alignment or several buildings need satellite units, because a unit ten minutes' walk away is functionally not there.

A reasonable planning heuristic: no worker should walk more than a couple of minutes to reach a unit. If that means an extra unit, the extra unit is cheaper than the lost time.
